Banks Township Board Meeting

Monday April 21, 2008

 

 

1. The meeting was called to order at 7:30 P.M. by Supervisor Thomas Mann.  Present were Supervisor Mann, Clerk Donna Heeres, Treasurer Katy Postmus, Trustee Marvin Rubingh and Trustee Mark DeKorne.  Also present: EMS Don Frosty, Sheriff & Mrs. Terry Johnson, John Hastings, Dan Bean, and Andy Veenstra.

 

2.  The meeting was opened with the Pledge of Allegiance. Supervisor Mann offered prayer.

 

3. The minutes of the March Regular Board meeting were reviewed.  MOTION DeKorne, Rubingh, CARRIED to approve the minutes as presented.

 

4. The treasurer’s report of incomes and balances was given.  Tax collection is completed and the delinquent personal property taxes have been received from the county.  Fund Balances: General Fund: $342,114.03 with $120,000 due from the Fire Fund; Fire Fund: $143,422.72; Liquor Fund: $1,263.12; Roads Fund: $79,151.00; Grand Total: $565,950.87.

 

5. Public Comment: Sheriff Johnson addressed the Board on a variety of issues.  There were 910 calls from Banks Township in 2007.  The new 911 surcharge will be effective July 1, 2008.  Each cell phone will be assessed a monthly 911 fee, the same as land lines.  GPS & 911 are in coordination currently so calls made to the 911 system can be traced to location.  The Sheriff Dept is now CAD coordinated with the Charlevoix/Cheboygan/Emmet counties 911 system.  The Dept did a census of the dogs in the county.  While doing this, they checked to see the number of dwellings that have/have not displayed house numbers either on the home or at the driveway.  Mailboxes counted if numbers were visible.  71% of the homes in Antrim County were identified in this manner.  Only 59% of homes in Banks Township have properly displayed house numbers.  The Board decided to promote this numbering and will find a supplier for the materials.  The Fire Dept is willing to install for those people unable to do so. 

 

6. EMS update: Don Frosty addressed the Board on the proposal to upgrade our EMS services to Advanced EMS, non-transport.  Initial costs would include a licensing fee of $100 and a few incidental expenses such as reprogramming monitors to call out only medical personnel for medical runs, etc.  He reported that a web based reporting system will be necessary beginning Oct 1, 2008.  We will need a windows xp operating system on a computer at the fire hall and an internet connection.

 

7. Road Committee Report: John Hastings reported that the committee has recommended gravel be placed on the north end of Doctor Road, north Church Road from Valley Road to Brown Road, Brown Road from Church Road to the pavement, Bennett Road, grade & gravel as necessary on Lakeshore Drive, grade Scott Road and gravel the corner at the bottom of the hill.  Also, remind the Road Commission that Burt Thompson agreed to repair the intersection of Clay Pit Bridge Road and Rushton Road.  They also asked that the Road Commission grade the shoulders of paved roads back towards the pavement to reduce the wearing of the pavements’ edges.  MOTION Rubingh, DeKorne, CARRIED to get bids for the gravel work from Drenth Brothers and the Road Commission. 

 

8.  Road Millage: Discussion of need for Road Millage as it has expired.  MOTION Mann, supported by Heeres, to place a proposal on the August 5, 2008, Primary Election ballot requesting 1 mil for road improvement and maintenance.  YES: Heeres, Postmus, Mann. NO: DeKorne, Rubingh.  MOTION CARRIED.

 

9.  Roads Committee: MOTION Mann, Rubingh, CARRIED to compensate the Roads Committee members $25 per meeting (2 this year) to include compensation for mileage/time spent when observing the roads’ condition.  Payment will be made in May. 

 

10. Cemeteries: John Hastings reported that the door on the Vault building needs painting.  The Clerk will ask the cemetery crew to paint the doors and rest of the building as needed.  Also, to continue to repair markers at the Antrim City cemetery as they have time.

 

 11.  Zoning Administrator: Andy Veenstra reported on a blight ordinance violation that he is investigating.  Misty Valley is not operational at this time.  Not many permits have been requested yet this spring.

 

12.  ZBA: Public Hearing is set for Wednesday, April 30 @ 7:30 PM on a request for variance from Robert Kenney.

 

13.  Planning Commission: The ordinance amendments for wind turbine tower setbacks were rejected.  Temporary towers for measuring wind speed will be allowed with guy wires.  The language to reduce setbacks for cell towers and antennae was completed.  The new zoning map that was developed to eliminate C/R and Ag zones in favor of Farm/Forest/Open Space description was shared.  The small parcels in the existing C/R zone would be changed to R-1 district.  Discussion was held on the noticing requirements for the amendments.  Proposal for reconfiguration of lot lines for two existing parcels, greater than 40 acres, to create a small parcel, more than one acre but less than 5 acres, was discussed.  The Planning Commission is considering this amendment language.

 

14.  Antrim Drive abandonment:  DeKorne attended the Public Hearing held by the Road Commission on April 15.  No decision was reached on the abandonment application.  Question if the Hoffman property is adjacent to the road was raised.  The Road Commission will do an informal survey to determine the proximity of the road to the Hoffman property and make a decision on the abandonment application on May 20 @ 9:30 AM.

 

15.  Cemetery Equipment needs: DeKorne met with Pete VanderArk and learned the needs for the cemeteries.  Black dirt will be delivered to the various cemeteries as requested. The flagpole is still not installed at Antrim City Cemetery.  Clerk will contact the installer.  The driveway at the top of the hill at Antrim City needs grading. The Board authorized VanderArk to contact someone to do this.   Dead trees at the Park are being cut down.  Request for a stump grinder to be hired to remove the stumps was approved.  The water tanks need filling.  The Fire Dept agreed to fill them.  The trees that were approved in 2007 were never ordered.  Clerk will check the minutes and get the trees ordered.  MOTION DeKorne, Postmus, CARRIED to approve purchase of a self propelled mower for $399 and a pull type thatcher for $199 from Work N Play Shop.  MOTION DeKorne, Mann, CARRIED to not place a fence at the rear of the cemeteries.

 

16. School Election: Clerk reported that the school election is set for May 6 and election inspector appointments have been made.  MOTION Heeres, Postmus, CARRIED to approve the election inspector appointments made by the Elections Commission.

 

17.  Clerk announced she plans to attend the MTA District meeting in Thompsonville on May 13.  Also, the audit of the Township’s financial records will be the week of May 12.  MTA County Chapter meeting will be held Tuesday April 29 @ 7:30 PM @ the Helena Township Hall in Alden.  Kitchen Inspection was completed with a couple of recommendations for improvements.

 

18.  Pig Roast: MOTION by Heeres, Postmus, CARRIED to approve the $500 contract with the Pig Roast Committee (Jan Olach, Joni Wieland, Alana Haley, Susie Collins, and Donna Heeres) to provide entertainment for the Pig Roast to celebrate our community heritage. 

 

19.  Assessors’ Contract: Expires on May 1.  A new contract was offered with reimbursement of $19,000 per year for 3 years.  MOTION Heeres, Mann, CARRIED to approve the contract with AD Assessing for three years.

 

20.  Star Township Support Resolution:  Offered by Heeres, Supported by Postmus to support Star Township in the fight against the injection well proposed for disposal of contaminated water from Bay Harbor in Emmet County.  YES: 5, NAYS: None. Resolution declared adopted.

 

21.  Breezeway meeting: Held in conjunction with the Ellsworth Task Force on April 25.  30 people, including Secretary of Agriculture Don Koivisto attended.  Good things are happening.  Next meeting is scheduled for May 13 @ 5:30 PM.

 

22.  New business: Rubingh presented a letter he had received from the Conservation Service outlining services available, including planting of trees.  Clerk will contact them to see if the township can hire them to plant trees at our cemeteries and park.

 

23.  The State of the Community meeting will be held May 15 @ 7 PM at the Ellsworth High School.  Representatives from the School, Village & Township will address the gathering.

 

24.  Next meeting Monday May 19 @ 7:30 PM.

 

25. Bills represented by the attached list were presented for approval for payment.  MOTION Mann, DeKorne, CARRIED to pay the bills as presented.
